近年来群众申领出生医学证明排队长、拥堵和不便等问题成为关注的热点。基于此,本研究介绍了广东省充分借助"互联网+"技术,创新建立全省出生医学证明网上申领邮寄签发便民服务模式,通过人脸识别技术、电子签名技术等实现网上申领,分析了新模式需要加强管理的关键环节和应对举措,并与传统模式进行了利弊探讨,提出了满足群众"零跑动"领取出生医学证明的新模式,支持异地刷脸采集父亲信息,进一步保障了人民群众的合法权益,优化了办理流程,提升了审验效率,简化了归档材料,实现了全流程闭环管理,以期为各省市相关工作提供参考。

Application of “medical birth certificate” being time-consuming, crowded and inconvenient have become the focus of attention in recent years. This paper introduces the practice of fully using “ Internet + ” technology to facilitate the application of“medical birth certificate”, establishing the convenient service model for online application and posting of medical birth certificate through face recognition and electronic signature technology, etc in Guangdong Province. It also analyzes the critical procedure and solution for management needed to implement the new model, and discusses the advantage and disadvantage of the new model against the traditional one. This paper provides a new model which help people to get medical birth certificate with ‘zero shift’, support the collection of fathers' information by face scanning in different places, and further protect the legitimate rights and interests of the masses, optimize the working process improve the efficiency of inspection, simplify the verification and archiving of materials, and implement closed-loop management of the whole process. It will provide reference for other provinces and cities.
