目的为健全我国妇幼保健院评审评价体系,促进机构加强自身建设和管理,研究制定妇幼保健院评审标准及实施细则。方法通过文献研究、现场调研、专家研讨、现场预评审等方法,研究制定我国妇幼保健院评审标准及实施细则。结果研究产出三级和二级妇幼保健院评审标准及实施细则,包括妇幼保健院发展方向、辖区业务管理、服务质量与安全、服务流程、机构管理和日常统计学评价指标六章内容。结论妇幼保健院评审作为一项基本工作制度,在指导妇幼保健院建设和管理,建立妇幼保健院监管长效机制,推动妇幼保健院健康发展方面发挥着重要作用,已成为卫生行政部门实施有效监管的重要手段。评审标准是各地开展妇幼保健院评审工作的主要依据,实施细则是评审标准的配套文件,也是妇幼保健机构加强内部管理的重要参考工具。

Objective In order to perfect the evaluation system of maternal and child health-care hospital in China and promote its own construction and management,it's necessary to study and formulate the accreditation standards and the implementation rules.Methods Using literature research,on-site investigation,expert discussion,on-site pre-assessment to formulate assessment standards and implementation details for maternal and child health care hospitals(MCH) in China. Results To put out the standards and implementation rules for the three-and two-tiered MCH institutions,and included the development direction,management of area business,service quality and safety,service process,institutional management and daily statistical evaluation indicators in six chapters. Conclusions As one of the basic working systems,the evaluation system of MCH hospitals plays an important role in guiding the construction and management,formulating the long-term supervision mechanism and promoting the development of evaluation work of MCH hospitals which has become an essential measure to implement the effective supervision for health administration department.Assessment criteria is the main basis to develop evaluation work for MCH hospital,while the implement details is the supporting document of evaluation standard but also the important reference tool for MCH institutions to strengthen the internal management.
