目的探讨妇幼保健院强化绩效考核的效果。方法自2014年1月起扬州市江都妇幼保健院实施对医务人员绩效考核管理,包括以下几方面的内容:完善医务人员聘任制度;加强医院内部管理;实行多劳多得的奖金制度;建立完善绩效考核制度;惩处不规范医疗行为。对实施绩效考核前后医务人员服务质量、工作效率,以及患者满意率进行观察比较和分析。结果实施绩效考核后,医务人员服务质量为"优质"的比例提高到60%,"差"的比例降至0%;患者满意度调查结果"满意"占85%,"不满意"为0%;工作效率评价为"高效"占60%,"低效能"为0%。结论绩效考核促进了该院公益性与社会效益的提升,医务人员服务质量、工作效率,以及患者满意率明显提高,建议推广妇幼保健机构绩效考核工作机制。
Abstract:Objective To explore the effect of public hospitals to strengthen the effect of the performance appraisal research.Method A public hospital in January 2014,according to the following steps to strengthen the performance appraisal work of the medical personnel management: 1 improve medical personnel employment system; 2 strengthen hospital's internal management; 3implement work more to earn more system; 4establish a perfect performance appraisal system; 5 punish medical behaviors that are not standard. Make an investigation,comparison and analysis on the service quality,work efficiency of medical workers and patient's satisfactory rate pre and post the implementation of performance appraisal. Results After the implementation of performance appraisal,the percentage of best service quality( %) increased to 60%,the percentage of worst service quality( %) decreased to 0,.The percentage of"satisfied"of patient satisfaction degree was 85%,the percentage of"unsatisfied"of patient satisfaction degree was0. High work efficiency accounted for 60%,while "low work efficiency"accounted for 0. Conclusion Performance appraisal had promoted the enhancement of public welfare role and social benefit of our hospital. The service quality of health staffs,work efficiency and patient satisfactory degree have been improved obviously. So,performance appraisal work was suggested to be scaled-up in maternal and child health hospitals.
